Is it to late to train my 3month old french bulldog to do his business outside?

We have an adorable very funny little french bulldog.We moved into a falt and its been so difficult trying to potty train the pup.When we got him it was freezing outside and we did not want to take the little thong out so got him started on puppy pads,which he is doing just fine but he always does his poo else where. its gotten warmer and i take him out now as well as leave him on the balcony when its sunny but he never does his busniess outside.i feel like i have failed him and that im now only confusing him.i getting so tired of cleaning his mess everywhere but i dont even know where to start fixing this mess.is he to old to get trained to go outside now and whats the best way to train a dog in a flat? Any advice will be very appreciated.thankyou

No- not at all. Start back at square one. Get a crate and a leash. Walk him on a leash several times a day. When he goes outside, praise him. If you have taken him for a nice walk (20 minutes or so) and he still hasn’t gone, then put him in his crate, wait 20-30 minutes and try again. Most puppies by this age are on somewhat of a schedule. Keep him confined to the room you are in so you can watch for signs that he has to go.

No – get him used to being taken outside to do his business. Dogs should never be trained to be peeing, etc INSIDE – no matter what their size or weather. Even outside, dogs never pee/poop in the exact spot, so why would you insist them to do that in the house. Most all dogs “trained” on the pads will ignore them or go elsewhere because that is what you are teaching them and their instincts to “spread it around”.
